Changes to the Labour Market Needs Test (LMNT)

The Employment Permits Act 2024 makes new changes to the Labour Market Needs Test (LMNT) process.

No more requirement to advertise vacancies in print media (newspapers)

What does the Labour Market Needs Test (LMNT) require?

In advance of applying for an employment permit, the employer must place a notice of the vacancy in the following manner:

  1. A notice must be posted with the Department of Social Protection Employment Services/EURES network for at least 28 continuous days; and
  2. The notice must also be posted on another online platform for at least 28 continuous days.

– Any website, software, or electronic platform designed primarily for posting job offers and publishing employment information online.

  1. Both notices posted with the Department of Social Protection Employment Services/EURES network and on the additional online platform must include the following information:

– Description of the employment
– Name of the employer
– Minimum annual remuneration
– Location/s of employment
– Hours of work

  1. Applications for employment permits under the LMNT must be submitted within 90 days (or 120 days if the employer is a third-level institution) from the date the notice was first published.
